The COA Regulation establishes the need to have an instrument called the National Climate Change Registry (RNCC) that allows for the adequate management of climate information from the components of Adaptation, Mitigation, Strengthening of capacities, Development, innovation, disaggregation and transfer of technology and climate financing, in this sense it has been proposed to work on two important systems within this instrument, which are the National Measurement, Reporting and Verification System (MVR) and the Climate Change Information Repository, as integral parts of this management instrument, based on the provisions of Section 2a of the RCOA.

The National Measurement, Reporting and Verification System (MRV) is considered the tool of the National Climate Change Registry that aims to measure, monitor, report and verify the impact of the mitigation and adaptation measures implemented and evaluate their contribution to the national and international climate change goals; and will reflect the results of greenhouse gas emissions.
